The November election was a severe wake-up call for farmers in California. Voters in the heart of the state overwhelmingly defeated Proposition 2, the ill-conceived animal rights initiative. They saw it as a serious threat to the poultry industry and veal and hog producers.

But the measure passed by a nearly 2-to-1 margin because voters in the high-population counties (from San Francisco along the coast through Los Angeles) cast their emotional, warm and fuzzy votes in favor of it. They never gave agriculture a thought.

It will happen again and again on dozens of other issues if something is not done. Powerful social and political forces inside and outside the state will continue to propose measures harmful to agricutlure.

It's time to let the coastal and metropolitan counties have their way. If they can't appreciate agriculture they should live without it. They should form their own state.

The farm community can start the ball rolling by proposing that the 45 interior counties come together as a separate state. Separating California into two states is a mammoth undertaking. Some will tell you it's impossible. But simply allowing the mass numbers of farm uneducated city dwellers to dictate farm policy is committing agricultural suicide in California. No other region in the world, let alone the United States, has the capability of producing the variety of agriculture commodities as California. We must not allow the shortsightedness of sheer voting numbers to destroy an irreplaceable industry.

I like the idea and a VIABLE vehicle to achieve this is outlined below--specifically, a National Constitutional Convention that will bring about AUTONOMOUS REGIONAL GOVERNMENT. Presently, in order to separate California into 2 states I believe the Constitution states that Congress's approval would be required. That may present problems. My proposal creates new REGIONAL federal governments which would likely be much more state-friendly.

Did some checking and as it turns out I was correct. It would require Congressional approval in order to partition California. Article 4, Section 3 of the Constitution states . . . "no new state shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states WITHOUT the consent of the legislatures of the states concerned as well as of the CONGRESS".

In this instance, a Democratically controlled Congress would more than probably be very reluctant to admit a new state that would very likely result in the addition of 2 Republican Senators to the U.S. Senate. There are probably other reasons too which I can't think of right now.
As indicated though, my proposal for AUTONOMOUS REGIONAL GOVERNMENT would be a VIABLE way around this potential problem. If the Congress is the problem, simply do away with the Congress!! Wink

Bill Maze is a termed out ex-legislator in California, and he has radicals thoughts in mind. Former Rep. Maze has a plan, which he is campaigning for all over the state, to split inland California from the more liberal coastal area like Los Angeles and San Fracisco. In the face of a swelling budget problem, the increasing power of urban centers in California politics, and rising taxes, Maze is tapping into a marginalized voting populace that is actually interested in such ideas. The 13 coastal counties would remain California, while the remaining 45 counties would break away. Of course, if this happened the State of Jefferson would likely break away from the new breakaway state.

Not that this would be a bad thing! California is a massive land area that is facing massive deficits and other significant problems because it is far larger than the majority of the world’s countries. There have been many high-profile attempts to split California in two, mostly by splitting it between North and South, rather than Inland and Coastal. Some of these efforts have even been led by State Senators, respected businessmen, or ex-Assemblymen. Then again, no state has been split in two since 1862, when West Virginia split from Confederate Virginia. Since California became a state in 1850, there have been at least 27 serious attempts to split the state up into multiple states. There were instances in the 19th century when the legislature passed bills concerning “splitification”, the Governor signed it, but the US Congress would not approve it–that is about as close as you can get without succeeding.

In 1992, State Senator Stan Statham passed a proposal in the state Senate that would have allowed 58 counties to put the question of state secession on their ballots. The bill as passed promoted splitting the state into three new states: North, Central, and South California. Statham’s proposal died in the state Senate.

This is not an outrageous, or completely outlandish idea. California voters have considered and approved it before, and they ought to bring the same open mind to this bill. At the same time, they should be conscious of the consequences. Bill Maze is probably not doing this out of pure enjoyment, the new state would be granted two new Senators, which I am sure Maze is interested in. Even should the proposal fail, it will make him more respectable in the eyes of conservatives in Inland California, keep his name in the news, and allow him to travel the state getting interviewed.

IS CONCERNED?
We are a diverse cross section of California citizens: farmers, dairymen, accountants, lawyers, firefighters, policemen, fishermen, poultrymen, cattlemen, elected officials, loggers, teachers, dentists, nurses, contractors, truckers and scores of individuals from almost every walk of life,
Citizens of our once "Golden State" are frustrated and increasingly concerned aboutthe imposition of burdensome regulations, taxation, fees and bureaucratic intrusion into our daily lives and businesses. We certainly can no longer overlook the radical-thinking paradigms that have invaded California, particularly in the last two decades.

WHAT
IS THE PROBLEM?
According to California's own Governor Arnold Schwarzenegger, "...the state is ungovernable."
o The approval ratings of the Governor and Legislature are in the tank.
® The Legislature is stymied, hamstrung and virtually gridlocked, like L.A. traffic. State government is in a financial tailspin, without fiscal discipline or restraint. Radicals are infatuated with nature over mankind and are sympathetic to illegals and criminals.
® The results of crimes, thefts, invasions and personal attacks are horrendous. Expenditures on non-ch!zens, employment displacement and generational welfare rolls are leaving a massive, ongoing debt to our children, grandchildren and their childrens children.

WHEN
IS THE TIME TO TACKLE THIS DILEMMA?
YESTERDAY! A number of concerned Californians formed Citizens for Saving California Farming Industries (CSCFI) vowing not to let another day go by with out attempting to right the ever-increasing burdensome ship of the state. It is time to revitalize the "California dream" and our rights to life, liberty and the pursuit of happiness. Rational Californians must declare that enough is enough!

WHAT
ISSUES AND CONCERNS BROUGHT US TO THIS CROSSROAD?
Water. (As Mark Twain wrote," ,.whiskey's for drinkin, water's for fightn about") Taxation. Fees, fees 5 more fees-best known as taxes. Gerrymandered legislative districts. Onerous regulations and unfunded mandates such as the "cow tax" and the 2008 ballot measure Prop 2. Threats on private property rights through eminent domain actions. Radical environmental policies. Seemingly soft-on-crime court decisions and judicial fiats from the bench. Increased infringement on our everyday freedoms and attacks on this Nations godly heritage. The list goes on and on.

WHERE
DOES CALIFORNIA AGRICULTURE FIT INTO THIS?
The most diversified production of commodities, revolutionary innovations and inventions come from this great state. The hard working men and women of California feed and clothe the people of California, the United States and the World. California agriculture is an industry whose total economy and economic impact are greater than the Gross Domestic Product (GDP) of most states and nations and must not be discounted, ignored or taken for granted.

WHAT
CAN WE DO ABOUT IT?
DOWNSIZE CALIFORNIA' That is, to split the state in two by creating a Western or Coastal California of approximately 16 million people and a renewed California with the remaining 22 million Californians. Coastal California would be comprised of parts of the thirteen (13) contiguous counties of Los Angeles up thru Marie above San Francisco Bay. The remaining forty-five (45(, mostly interior counties, would compose the other state-a renewed California. Each state would have its own constitution, capitol and government The Renewed California could have a limited, part-time legislature and maybe even be a unicameral body, saving millions of taxpayer dollars.

Hi Virgil, I sympathize with you, but my concern for splitting the state is....if we do that who controls the water? The east or the west? Doesn't most of So. CA water come from the north via aquaducts?

I understand your concerns, I come from a long line of farmers and ranchers. Some of your concerns don't seem to be about ranching and farming but just the general state (no pun intended) of affairs with the state. These issues won't be solved by spliting the state it will only split the issues into two groups and the issues will carry on as usual, because it's people that are the problem.

Good luck, I'm at least glad to see someone trying to do something about any issue. Jackie
