Town hall to take citizens' feedback


PALMDALE - The Palmdale Sheriff's Station's Citizen Advisory Committee will conduct a town hall meeting Tuesday to take questions from the public and hear their concerns about the Los Angeles County Sheriff's Department.

The committee, consisting of residents of Palmdale and other Antelope Valley communities, meets quarterly under the terms of a 2015 civil-rights settlement to discuss reports from a federal monitoring team and receive community feedback about the Sheriff's Department's progress on making reforms.

The meeting will be 6 to 8 p.m. Tuesday at David G. Millen Middle School, 39221 22nd St. West in Palmdale.

The federal monitors in their third report said sheriff's officials have revised policies and practices to meet the terms of the settlement, which came after the U.S. Justice Department concluded Antelope Valley deputies engaged in unconstitutional stops, searches and uses of force, predominantly against African-Americans and, to a lesser degree, against Latinos.

"Over the past six months, LASD has made a purposeful effort to revise its policies and practices pertaining to constitutional policing principles, specifically those pertaining to stops, searches, seizures, bias-free policing, use of force, Section 8 housing, personnel complaint review, and citizen engagement," said the 34-page report, which covers the period of June to December 2016. "These policy revisions, coupled with the other activities described throughout this report, constitute the initial steps toward establishing a culture within LASD that will ensure that deputycommunity interactions of all types reflect the constitutional principles that govern the duties and responsibilities of each and every member of the department."

The Los Angeles County Board of Supervisors accepted the settlement in April 2015, agreeing to pay more than $700,000 to settle the Justice Department's lawsuit over sheriff's deputies' actions in the Antelope Valley. In July 2015, county supervisors agreed to pay another $2 million on behalf of Palmdale, Lancaster and the county Housing Authority in a separate lawsuit alleging discriminatory enforcement of Section 8 federal rental-subsidy rules.

The settlements, which required more than 150 reforms, followed a Justice Department investigation that concluded that deputies in the Antelope Valley "engage in a pattern or practice of unconstitutional and unlawful policing regarding stops, searches and seizures, excess force and discriminatory removal of (Section 8) voucher holders from their homes."

The Sheriff's Department settlement called for creation of the independent monitoring team to oversee the reforms, which the department said it intended to implement within four years.
