Plan would stop more Acton drive-thrus

A proposed Primo restaurant will get a drive-thru window, but any future drive-thrus in Acton could be prohibited under a proposal by Los Angeles County Supervisor Michael D. Antonovich.

After objections from Acton leaders and residents who say restaurant drive-thrus bring Antelope Valley Freeway traffic into their community, Antonovich proposes to preclude future drive-thrus under a motion scheduled to go before the Board of Supervisors today in Los Angeles.

Antonovich's motion, if approved, will direct the director of the Los Angeles County Regional Planning Department to pursue an amendment to the Acton Community Standards District to preclude all new drive-thrus within the district.

"The Antelope Valley Area Plan stipulates that the unincorporated community of Acton does not allow freeway-serving commercial businesses in its commercial zones. Residents have expressed concerns over an increasing number of new businesses applying for permits to operate drive-(thru) services, which are considered uses that attract motorists off the freeway. The proliferation of these uses may negatively impact the rural character of the community of Acton and should be prohibited," the motion states.

The Primo restaurant is part of a proposed development on about two acres of vacant land that includes a 6,000-square-foot retail building for the Country Club Feed & Supply store and an accessory storage building. The parcel is on the south side of Sierra Highway west of Crown Valley Road between Jack in the Box and Acton Auto Parts.

Country Club Feed & Supply owners Doug and Joanna Gaudi, who own the land where the development will go, have long desired to move their business to a new, larger location where they can expand their inventory. But the Gaudis have said they cannot facilitate the move without the addition of Primo.

Primo co-owner Paul Zerounian said the restaurant cannot survive without the drive-thru window.

Town Council members said they are not opposed to the restaurant itself but oppose the drive-thru window because of the traffic it would draw off the Antelope Valley Freeway.

Members of the Acton Town Council say they have been asking for an amendment to the Acton Community Standards District for about 10 years, since a Panda Express restaurant proposal drew opposition, but were always told it would take years and that they could lose what little they gained because it would open up the entire document.

Town Council member Pam Wolter, testifying before the board at last's weeks hearing, said the council collected 1,000 petitions from people opposed to the drive-thru.

Project supporters submitted 473 letters and cards, representing 506 people, with the majority submitted by residents who live within the Acton Community Standards District.
